1999 - H.C. 11 candidates fought in 11 wards - 7 won,
displacing Labour from overall control.
2000 - 13 H.C. candidates fought for 13 seats in 12 wards.
Just before this election four Independent councillors who
had resigned from the Labour Party over a matter of
conscience joined Health Concern (HC).
Three of these were
up for re-election as Health Concern councillors this time.
They were successful, as were eight of ten new candidates.
